To switch to a sniper rifle in XCOM 2, just select your sniper soldier during combat and press the weapon switch button, usually the '2' key on PC or the corresponding button on consoles.

When you're in a mission, select your sniper and use the mouse wheel or press '2' on the keyboard. Happy hunting!
