You might stumble upon one while exploring, or craft it at a Tinker's Workbench if you got the plans. Once you have it, equip the camera like you would any weapon. Aim it at whatever stunning piece of the post-apocalyptic world or a friend you want to capture, and just press the attack button (left-click on PC, RT on Xbox, R2 on PS4).
