In the app, hit the menu icon, go to Settings, tap Account, then Contacts Syncing. Turn it off!
I did this myself, and it was easy. Disable "Contacts Syncing" and "Suggestions for You." Bye-bye, Discover People!
Go to your Instagram settings, tap on "Account Privacy," and switch "Suggestions for You" off. Bam, no more Discover People!
