You need to start the 'Saved By the Bell' quest! Once active, head over to the Wizard's Home and have a chat. Easy peasy!

To talk to the wizard in The Sims FreePlay, you need to complete the 'Saved By the Bell' quest. Once you start the quest, the wizard will appear in the Wizard's Home, and you can interact with him there.
