First-hand experience here: Look for the red lights flashing on the top of the controller. When it stops flashing and stays lit, it's fully charged!

Those little red LEDs will blink when it's charging. No blinking = no charging.

If your PS3 controller is charging, you'll see the lights on the controller blinking in a sequence. Typically, it'll be the red LEDs near the middle button.

Just plug it in and you'll see the red LEDs start flashing. That's your sign it's charging!
