First, make sure you're Great or Best Friends with the person you want to trade with. Then, meet up in person, open the 'Nearby' tab, select the person, and initiate the trade! Pro tip: trading legendaries cost a ton of Stardust, so stock up!

From personal experience, trading legendary Pokémon can be as simple as meeting up, being Best Friends, and having 40k Stardust. Totally worth it for that Shiny Mewtwo swap!

You gotta be physically near the other trainer, be Great or Best Friends, and have a boatload of Stardust. Simple!
