To train a Psi Operative in XCOM 2, build a Psi Lab and assign a rookie to it. They'll gain abilities through training, not combat experience.

You gotta prioritize building the Psi Lab early in your campaign. Once it's up, just throw rookies in and let the brain zappin' commence!

From my own experience, once you get that Psi Lab running, your rookies turn into mind-bending wizards pretty quick. Just keep them training and watch the magic happen!
