Go to Settings > Sharing and Broadcasts > Length of Video Clip, and set it to the shortest option. This should minimize recording.

Disable it by going to Settings, then to Sharing and Broadcasts. Adjust Length of Video Clip to 1 minute and voila!

Just press the SHARE button on your DualShock 4 controller, select Sharing and Broadcast Settings, then click on 'Length of Video Clip' and set it to 1 minute.

You can't completely turn it off but you can minimize the clip length to 1 minute in the Sharing and Broadcast settings.
