The sad truth is, you can't fully disable Instagram suggestions. Your best bet is to keep marking them as 'Not Interested'.
Seriously, just tell Instagram you're not interested in those suggestions. Click on the three dots on each suggestion post and select 'Not Interested'! Your feed will thank you.
Unfortunately, you can't turn off Instagram suggestions entirely, but you can reduce them by hiding posts as 'Not Interested'.
