Go to Settings > Account Management > Privacy Settings. Select 'Blocked Players' and you'll see a list of people you've blocked. Select the person you want to unblock and choose 'Unblock'.

Just navigate to Settings, then hit Account Management and Privacy Settings. From there, go to Blocked Players, pick the person, and click Unblock.
