You gotta complete the main story missions. Just beat 'em and you'll nab most of the characters!
Make sure to finish the Parallel Quests! Some characters are unlocked through these quests, but it's all about luck with the drop rates.
Hot take: Just buy the DLC packs. It's faster and you get a bunch of cool characters instantly!
