Just finish the story mode, clear all the Parallel Quests (PQ), and snag the DLC! Do it all and you’ll have a full roster. Simple as that.
I've unlocked them all! Focus on the story mode first, then conquer all the Parallel Quests. Don’t skip any Expert Missions since some characters are hiding in there. Don’t forget to check out the DLC for exclusive characters. It’s a marathon, not a sprint!
Honestly, the fastest way is the DLC. You can unlock a ton of characters without grinding your life away. Trust me.
