You can unlock Goku and Vegeta (SSGSS) by earning a total of 500,000 Zeni for each or by completing their respective Arcade Modes: Extreme Gravity Spaceship Course for Goku, and Hyperbolic Time Chamber Course for Vegeta.
Easiest way? Just buy the DLC characters if you don't want to grind. Keeps it simple and saves time.
