Just beat the main story on Normal mode and it should unlock. Easy peasy... well, until you hit Hard mode!

You need to clear all arcs (Super Warrior Arc, Enemy Warrior Arc, and Android 21 Arc) on Normal difficulty to unlock Hard Story Mode. Good luck!

Hard Story Mode unlocks after completin' the whole story mode on Normal difficulty. Simple as that!
