I got Mortimer to sell to me after grinding Raider quests for what felt like ages. Totally worth it for the gear he offers. Make sure your rep with the Raiders is high, or he won't even talk to you.

Unlocking Mortimer in Fallout 76 is all about getting cozy with the Raiders. First up, you gotta head to The Crater - that's the Raider's main hangout. Mortimer is a vendor bot chilling with the Raiders there. But here's the kicker, you can only really interact with Mortimer if you're part of the Raider faction. So, work on those Raider rep points. Complete quests for them, do daily missions, and basically be the Raider's go-to person. Once you're in and your reputation is up, Mortimer will start dealing with you, selling you all the cool, unique stuff you've been eyeing.
