Just finish the 'Nopondemonium' quest in Challenge Battle Mode. It's part of the DLC, so make sure you have that installed.
Shulk and Fiora aren't available in the base game鈥攜ou'll need the DLC and to beat some of those tough challenge battles!
You can unlock Shulk and Fiora by tackling the challenge mode missions in the DLC. Good luck, those battles can be tough!
