I had this issue too! Just add the Visa gift card like a regular credit/debit card in settings. Works every time for me.

Easy peasy! Just add the Visa gift card to your PlayStation Store account as if it were a credit card. Go to 'Payment Methods' in the PS Store, enter the card details, and you're good to go!
