First, hit the Options button on your PS4 controller to open the game menu. Then hold L1 + R1 + Square + Triangle simultaneously. This will bring up the admin command bar where you can type in commands.

No need for any extra steps, just get to the Pause Menu, hold those four buttons鈥擫1, R1, Square, Triangle鈥攁nd the admin command bar will pop right up! Then type away.
