To use rare candy in Pokemon GO, just tap on it in your items bag and then select the Pokémon you want to give it to. Rare candy transforms into that Pokémon’s candy. Easy peasy!

Open your items bag, tap on rare candy, and choose the Pokémon you want. Boom! You've got extra candies for that specific Pokémon.
