To use stairs in V Rising, you need to build a second floor. Simply select the stairs from the build menu and place them connecting the two floors. Easy peasy!

Just open the build menu, select stairs, and place them wherever you need to connect different floors in your castle.

I struggled with this at first, too! Just make sure you've unlocked the second-floor option in the build menu before attempting to place stairs.
