Connect a headset with a mic, open the Steam overlay (press the Steam button), go to Friends, and start your voice chat from there.

I use the built-in mic: press the Steam button, navigate to 'Friends & Chat,' pick a friend, and hit 'Voice Chat.' Works like a charm!
