Honestly, only if you REALLY love Fallout 76. The Steel Dawn Deluxe is neat for the new items and cosmetics, but it won't change the entire game for you. If you're casual about your play, the base game will hold up just fine without the extras.
I grabbed the Steel Dawn Deluxe on a whim and haven't regretted it. The Brotherhood Recon armor alone was worth it for me, plus the C.A.M.P. stuff really adds to my base. If you're deep into the aesthetics of your wasteland wanderer, I'd say go for it.
