Kabutops is not super common, but you can get one by hatching 10km eggs which may give you a Kabuto to evolve.

Nah, it's all about the grind. Just keep evolving Kabutos and you'll get there.

From my experience, it's one of the rarer Pokemon but still obtainable with some patience and event participation.
