Nope, Kleavor isn't a legendary Pokémon in Pokémon GO. It's actually an evolution of Scyther introduced in Pokémon Legends: Arceus!

Listen, not every cool Pokémon is a legendary. Kleavor falls into the 'awesome but not legendary' category.
