Sorry, but Mortal Kombat 11 only supports crossplay between Xbox One and PlayStation 4 for Casual Matches! No luck for other modes.

As someone who consistently hops between Xbox and PS4, I can confirm that crossplay in MK11 works for most casual matches but won't cut it for ranked battles.
