Those circles actually show the catch difficulty! Green is a piece of cake, yellow is trickier, and red is like trying to catch a ghost in a jar.

The colored circles around the wild Pokemon indicate how difficult they are to catch. Green means easy, yellow is medium, and red is hard鈥攋ust like a traffic light for Pokemon!
