In my experience, the red circle pops up when a Sim can't complete an action. Check for obstacles or try restarting the game.
It's a sign your Sim is trapped. Make sure their route is clear of objects or other Sims.
Red circle means your Sim can't move or perform their task. Clear their path and they'll be back on track!
