Your characters are safe as long as you haven't deleted the save files from the game directory. Uninstalling the game itself won't remove them.
Uninstalling the game won’t delete your characters or saved games, so no worries. Just reinstall when you're ready to jump back in.
I uninstalled and reinstalled XCOM 2 before, and my characters were waiting right where I left them! Just don't touch the save files.
