Best lure? Just use the one that fits the type of Pokemon you're after. Otherwise, they all work fine.

As someone who's nabbed a ton of rare Pokemon, I'd say the Mossy Lure is top-notch for Grass, Bug, and Poison types. Caught my first Leafeon with it!
