They say it's about 10.5 km/h. Just don't try catching 'em all while driving!
Based on my experience, anything faster than 10.5 km/h and you'll get the 'You're going too fast' message and have to tap to confirm you're a passenger.
As a rule of thumb, if you're moving faster than a casual jog, Pokemon GO will detect you're traveling too quickly and limit your interactions.
