Honestly, it's overrated. All the Reset Center does is give you a guilt trip via Mr. Resetti for resetting your game. That's it.
In Animal Crossing: New Leaf, the Reset Center is basically the ultimate punishment for rage-quitters! Jokes aside, it's a facility that appears when you quit the game without saving. Mr. Resetti, the infamous mole, pops up to 'kindly' remind you to save your game next time. If you're lucky enough (or unlucky, depending on how you see it) to unlock the actual Reset Surveillance Center, you can catch Mr. Resetti in his natural habitat underground.
