From my experience, if you're moving faster than a brisk jog (10.5 km/h), the game stops counting your steps.
Once you hit about 10.5 km/h, Pokemon GO says, 'Too fast, human!' and stops tracking your distance.
Super quick: 10.5 km/h. Go slower if you want those steps to count!
