From firsthand experience, catching Dinraal is all about patience. Got him around 1 AM near the Eldin region. Absolutely breathtaking view with him flying around.
Dinraal? Just play the game and bump into him eventually. No need to camp out. Where's the adventure in that?
He shows up when he pleases, but seriously, aim for after midnight. Eldin's a hot spot. Pun intended.
