Honestly, hoard them like there's no tomorrow. Once you start getting into crafting legendary items, you'll realize you need a LOT of them. Use them to craft or re-roll legendary effects on your gear at workbenches. It's like playing the lottery but with better odds!
Legendary cores? Those are your ticket to awesome gear. Save 'em up and then slam them into your favorite weapons or armor to get those sweet, sweet legendary effects. High-level play essential, IMHO.
Just sell 'em. I never have enough to make the upgrades worth it and you can get a decent amount of caps for them.
