Hands down, it's the Ash Hat Pikachu from the 2017 Pokemon GO event. Not many people were playing back then, making it super rare!

Honestly, Pikachu Rock Star and Pikachu Pop Star from Pokemon GO Fest 2021 are pretty rare due to the exclusive event tickets required to obtain them.
