Make contact as soon as you can afford it! Prioritize regions with reduced intel costs or those that open up key missions.
Honestly, any time you have the spare resources. Delaying can make the game much harder.
I usually make contact early to unlock those sweet mission rewards and continent bonuses. It makes the mid-game easier!
I find it's best to make contact as soon as you have the supplies and intel to do so. The earlier, the better!
