Generally, you should wait until you catch a high CP and high IV Pokémon before investing in powering up or evolving. Get the best bang for your stardust!

Don't power up or evolve any Pokémon until you're at least level 30. You'll catch higher CP Pokémon naturally as you level up.

I usually wait until I have enough candies for both powering up and evolving, plus I check if there's a double XP event coming up!

Evolve first, then power up to make the most efficient use of your resources. Evolving can sometimes give you a move set that suits battles better.
