Don't hold your breath for an official announcement until a few days before. Valve plays it close to the chest. But yeah, late December, within sniffing distance of Christmas, is a pretty safe bet.

Historically, the Steam Winter Sale starts mid to late December, often around the 22nd. Valve never officially announces it super early, so it's a bit of a guessing game until they do. But hey, that's part of the fun, right?
