You can find shovels scattered around the map, but a sure spot is at the Pleasant Valley Cabins. It's like they're having a shovel convention out there! Another good spot is the Tyler County Fairgrounds. Just watch out for the ghouls; they're not too keen on sharing their tools.

The best spot? Check out the cemetery behind the church in Flatwoods. Almost always a shovel there. It's like the dead know you're coming and left one out for you.
