Minerva's a bit of a wanderer in Fallout 76, but you'll mainly find her at one of the trading hubs during her special event, 'Minerva’s Big Sale.' These hubs are Foundation, Fort Atlas, and The Crater. The event doesn't run all the time, so keep an eye on the official Fallout 76 community pages or in-game notifications to know when she’ll show up next. She sells rare plans at a discount, so definitely worth the wait!
