Gotta disagree slightly here - finding the Overseer is less about the destination and more about the journey. Yes, her home in Sutton is key, but it's the trail of Holotapes and the stories they tell that really lead you to 'find' the Overseer.
The Overseer of Vault 76 embarks on a journey across West Virginia shortly before you do, leaving behind Holotapes for you to find. Initially, you can find her trail starting at her camp just outside of Vault 76. Then, follow her Holotapes and notes leading through various locations to eventually find her in Sutton, inside her childhood home. It's like a treasure hunt, but with more radiation and less pirates.
