You gotta head to the National Isolated Radio Array for the schematic. It's part of the 'Signal Strength' main quest. You'll find it inside, just keep an eye out for the marker once you're in the area. Protip: Watch out for Super Mutants lurking around!

I found the signal repeater schematic in Fallout 76 after getting lost like three times, lol. It鈥檚 in the National Isolated Radio Array. Once you're there, it's pretty straightforward, just follow the quest marker and grab it. Beware though, the place has more Super Mutants than a comic book convention.
