Quick tip: If you're drowning in caps and need concrete ASAP, check out player-run vending machines as well. Some players stockpile materials like concrete and sell them off. Might be a bit pricier, but it's convenient!

The Whitespring Resort's got a bunch, and don't forget about the vendor bots in train stations. Vendor bots at train stations are your best bet. Also, keep an eye on the in-game map for public events that reward crafting materials, including concrete.
