U can buy power armor plans from vendors across the Fallout 76 world. Watoga and the Whitespring Resort are good places to start. Check out the vendors in Watoga Shopping Plaza or the vendors in the Whitespring Resort. They often have a variety of plans, including ones for power armor. Also, keep an eye on player vendors; they sometimes sell plans at lower prices!
