You can snag those sweet Serum Recipes in Fallout 76 from the Enclave. Just head over to the Whitespring Bunker, and after you've gained access to the secure area (do some missions if you haven't yet), you'll find the Science Wing. The MODUS medical terminal there sells these recipes. But remember, they don't come cheap - you'll need a good stash of Caps!
