Just hatch eggs and walk around different biomes. You'd be surprised how many Johtos are hiding in plain sight!

Johto Pokémon often pop up in the wild, especially during special events and Community Days! Check the Nearby tracker and explore different areas, particularly parks and popular spots.

Honestly, your best bet is to participate in raids and research tasks. Niantic usually makes Johto Pokémon more available through these.
