Man, just craft it. Once you find the plans, which often show up at the aforementioned vendors or as event rewards, you can make as many as you want. No more playing hide and seek with loot drops!
Good luck, those rifles are as rare as a friendly Deathclaw. I've been searching for weeks and nada. Either buy the plans, or pray to the RNG gods.
