It's part of the 'Wasted on Nukashine' quest line. Start by visiting the Pi House in Fraternity Row. There, you'll find the recipe to craft your own Nukashine. Make sure you're stocked up on the ingredients; corn, razorgrain, wood, boiled water, nuclear material, and of course, Nuka-Cola Quantum. Enjoy responsibly, or not!
