In The Sims FreePlay, rugs are in the Home Store under the 'Decorations' category. They have some cool styles!

Home Store, 'Floor Decorations' tab. Just make sure you save enough Simoleons beforehand!

You can find rugs in The Sims FreePlay by going into the Home Store, selecting the 'Floor Decorations' tab, and choosing from the various rugs available. Happy decorating!
