Try looking during Pokémon GO events or Community Days that feature Hoenn region Pokémon. You'll have a higher chance then.

Torchic tends to spawn in warmer climates, so your best bet is to search in parks, urban areas, or near beaches. Keep an eye out during sunny and clear weather too!
